- Memorandum of Understanding (MOU) refers to an explicit agreement between two universities (or institutions) to define basic principles and cooperation schemes on exchange and cooperation of professors, students, researchers, academic materials and others in order to promote common interests in education, research and other academic activities.

Conclusion of an agreement is signed by the President in principle. Under delegation of the President, Dean of Graduate School and College, Executive Director of Research Institutes and Director of University Affiliates may also conclude an agreement.
